The Public-Private Partnership (PPP or P3) and Private Finance Initiatives (PFI) procurement models have a demonstrated history of being successfully utilized around to world to finance and develop major infrastructure projects. However, in the United States, they are just now beginning to gain widespread acceptance. Currently twenty-nine states and Puerto Rico have adopted the enabling legislation necessary to enter into a PPP. As the remaining states consider enabling their own legislation, the use of Public-Private Partnership is set to increase.
